The ministry of Industry, Mines and Energy (MIME) leads the government efforts in promoting and development of industrial sector in Cambodia. To implement this mandate and to contribute to national economy development, MIME industrial sector (General Department of Industry) sets a medium term (2008-2012) vision to " Improve and upgrade industrial productive capacity in efforts to stimulate economic growth and increase living standard of Cambodia people through: a reform that leads to strengthening efficiency and effectiveness of public services provision, creation of enabling business operating environment, and enhancement of public - private partnership."
Following the above vision, MIME's industry sector interventions shape priority primarily on industries and SMEs having high impacts on human development and great potential for growth in economy.
Formulation and Implementation of Industrial Property Policy
Law on Industry Properties was adopted for enforcement of property right protection. However, the implementation and enforcement of this law remains very limited due to lack of resources and capacity in this field. The programme aims to enhance the awareness about the application of industrial property right protection to promote creativity and innovation in the industry sector, and provide legal protection on industrial property.

Improving Productivity and Technology know-how in Cambodia Industry Sector
MIME has established a National Productivity Center of Cambodia (NPCC) to dedicate all efforts in improving productivity in the industry and SME sector. On a technical and technological side, a Department of Industrial Techniques is tasked with implementation and development of applied techniques and technology for enhancing technological efficiency safety, environmentally responsible and creating value-added to industrial product.

Stakeholders Coordination and Partnership Programme
The project aims at facilitation and coordination of all development partners programmes and initiatives within the industry sector for better harmonization and effecient resources mobilization.secretariat is very important to enhance skill and professional proficiency in performing their duties. The capacity building needs include the proficiency in English language, undertaking of industrial policy, administration and management of public and private sector policy, as well as applied science, and technical and technological skill related to their work. It is necessary also that MIME embrace an internal staff training policy encouraging staff attending workshop or training course outside to share lessons and knowledge with his/her collegues.

Enforcement of Effective and Efficient Implementation of Law on Factory and Handicraft
Law on factory and handicraft was promulgated in June 2006 in order to form a legal basis for governing the creation and functioning of industrial factories, handicraft and manufacturing SME. However, full implementation of this law remains to be done with development of necessary implementing instruments and enforcement.
This programme aims at enhancing regulation in industry sector through full implementation and enforcement of the law on industry and handicraft.

General Department of Industry
Institutional Reform for Improving Efficiency and Effectiveness of Public Services Delivery
The programme aims mainly to transform the current institution into an efficient and effective sector promoter and reliable development partner in serving the growth of domestic industrial productive capacity. The reform includes clarifying and streamlining roles and responsibilities among different department under General Department of Industry in supporting and regulating the industrial business operation; changes behaviour of concerned government staff by adopting and enforcing rules, professional ethic, code of conducts and standard proccedures to ensure acountability and transparency in conduct and delivery of public services; adopts information technology; and, provides necessary capacity building to improve quality and productivity.
